I do not see it as depopulation per se. They need consumers. They just do not want to pay for them after they have stopped producing. It's costly. So you provide a mechanism that weeds out the weak and elderly. You can cover that by saying exactly what they have said, that breakthrough cases are due to comorbidities. You do not want to upset the chickens in the coop, slowly, methodically insure that only the healthiest survive beyond 60-65. I think initially they thought to import immigrants with the idea they would foot the bill for the pension ponzi scheme but they have come to the realization that the immigrants are more costly upfront. Nigs and spics die young. They were idiots to legistlate and excessively tax cigarettes. Very few who smoked made it far into social security.
