In a scenario like that, I think it would be better to get caught in the blast than live decades underground and still facing radiation poisoning upon servicing when they're elderly.

This is actually the government continuity program. Much of this system works in conjunction with highway systems, the DUMB network and the warfare apparatus. These things usually aren't as sinister as many like to suggest, but there are glaring concerns, like why so many missing people reports, especially children, are documented in frequency around places like public parks, government owned land, military bases and mountainous terrain. What's also curious is how these systems line up with a map of known trafficking routes across the US.

They did this in Portland Oregon a couple decades ago during the cold war. They called it operation Green Light where they changed the stoplights on the quickest routs out of the city to green to see how fast they could evacuate the city and get the politicians to their safe zones. They were able to get it done in half an hour.

The radiation from the destroyed nuclear plants will destroy the living biosphere of the entire planet. For like 100,000 years.

Maybe some radiation eating fungi can survive that. Otherwise, the only remaining life will be that currently trapped well below ground.

So, no plants = no water, and no air. For a very long time.

The mole people might be able to come back up one day and live under domes, but the planet will look like Mars.

Assuming humans can live that way at all.

More likely is the tunnels will become tombs.

Some alien archeologists far into the future will come and dig it up for artifacts.
