Given that practically all modern OS'es are 64 bit, and Windows 64 bit can't run 16 bit binaries (Windows 3.x) I suspect not.

No, not even close. It only launches the latest NT kernel and Windows shell. The kernel and system libraries are quite backwards compatible however, supporting software back to Windows 2000 but generally not much from the DOS days prior. It does however additionally launch a Linux kernel as a driver if you have WSL installed.
