Trying to run a stupid program, and the windows 11 system simply wont open the file. Like it's there, i try opening it, but Windows has decided to not let me open the damn file. Now i have to run this stuff Windows 7 style, by adding a bunch of crap hacks on top of the machine. Just let me open the damn file!!!!!

Hot damn I'm out of the loop.

Check the Properties of the file. I know on Windows Server it will block the execution of lots of files that are downloaded from the internet unless you check a box in the properties.
