There's almost no coverage of the Covid hysteria now that Afghanistan has taken center stage, so it certainly served as a distraction. Whether or not it was planned, who knows? I'm sure Biden expected it to go much better than it did for him when he ordered it. Even CNN criticized Biden (if you can believe it).
