Dude, you think they should not have machines and tools to repair and make new ones there too ? Every soldier who drives a tank or handles a gun, takes a kind of course on how to handle and fix such a thing, there are also workshops in the army, so possibly there will be in these bunkers too.

You think you can make a spare part you do not already have ?
If you are just naive, try an experiment, pick up any item in your house (switch, bulb, oven, anything) and try to "repair it"
Oh, yes, you can repair things that already have a "repairman", like you can change the screen of your phone, if it is a supported one.
