Of course, dependency is how they control. Get the population on constant money infusions and you control them. As we all know, fiat currency has no actual value, so they can fabricate it as they want. Sometimes we refer to this as socialism. It will work for a while. Later hyperinflation hits as the population realizes the money has no value and the government simply fabricates more of it.

Businesses represent a way for people to not be dependent on government, so they are destroyed.
