Any noise before 9am on a weekend is a dick move... but if he lives out in the rural areas and is not near anyone who cares. I live in the city unfortunately and all I do is simple retribution. If my neighbors are making noise before 9am on the weekend, I just pay my nephews to nicky nicky nine door their houses for 5 days at about 10pm. Usually shuts them up next weekend.
