Its important to remember that before and during world war 2 every leader of every nations calmly planned and undertook the mass mechanized bombing slaughter of cities full of people around the world. Even "the good guys". They have done it before.

They are all psychopaths.

You could easily argue since Hitler resisted aerial bombing of civilian cities until his cites were bombed that of all the leaders Churchill, Roosevelt, stalin and Hitler that only Hitler WASN'T a psychopath.

And don't forget Truman who decided to wipe out whole cities with one bomb (yes I know it could be legit considered the fastest most humane way to end the war and stop US casualties but still he had to sit down and rationalize that decision)
