They have no minds, no souls, they are hollow minded automatons, basically robots, only biological.

Do not regard them like human beings, regard them as you would some zombies being controlled by the government, they aren't alive, they are just able to move and make sounds.

They have yo eyes or ears, just sensors, they have no thoughts or feelings, they just respond to stimuli with a predictable programmed response.

They are deadly, however, these are specialized units of organic machinery that serve the role of enforcing whatever whims exist in the diseased minds of their masters.

You must be wary of them, but you must also hate them.

Keep this in mind, the momment they put on their uniforms, the momment they get their official papers, they cease to be fellow human beings, they have no moral value to them, they have no reason for you to care for them, and anyone who gives them the consideration they'd provide to a human being is a deeply deluded soul that deserves nothing but pity and contempt.

They have no higher ambitions, no higher thoughts, everything aside from their programming is simple and trivial, they will change nothing, their entire purpose is to delete changes that are unwanted by their masters, of course, they also have an offense function installed, and they get hysterical whenever you offend them, you should go put of your way to do this as much as possible, since this can burn them out and make them go haywire, which is a source of good lulz.
