3 is seeking to preserve the union at all costs, rather than allowing parts of the country to secede, if they let the south leave instead of starting the civil war, or if they allowed the blacks to leave instead of instituting integration, a lot of issues could have been avoided.

I'm not apologizing for blacks. Quite the opposite, I'm talking about how not taking the chances to get rid of them was a mistake, and because of it, Americans had been suffering for a long time.
