If participating in a riot was punishable by losing welfare, all social programs and gibbs, you would not see another riot. They are stupid, but their instincts (much like rabid pit bull) tell them to get free gibbs while doing as little as necessary.

Riots do not happen in poor areas where only thugs live

In this case, the target wasn't real estate but was probably trying to push a black vs white agenda. Interesting that a town of only 20K people had such a violent reaction to the shooting. Considering Ferguson has only 20K population, several hundred protesters + 150 police officers seems a little out of proportion.
