What's happening in all these cultures is they process the dairy into yogurt, cheese, etc. The sugars get broken down into something that can be digested. But, they don't eat raw milk.
They do that, but they also drink the milk. I put up a link to a graphic that shows they have less intolerance than people in the Balkans and their intolerance rate isn't even that far off from the northern French and Germans compared to other groups.
