You can't vote or reply if you are banned, it's that way on every single site I've ever visited so what is the problem. If you downvote everything then you'll likely get banned and that's it. They can see your voting habits I believe at the admin level. So there is no problem, you got banned and now you cannot vote is a normal event.

Don't know what to say. You could have the same IP as a known troll like work school or even same apartment building complex. IP's when I modded a different sight were tricky since in a college there are so many people with the same IP but different sub that I couldn't see then banning one IP from the forum accidentally banned 4 people that were not associated with the banned user. So it could be a mistake and I don't have enough raw info to make a real informed decision just toss out stuff from my own experience.
