The difference is there is a law on the books. Common unity enforcement is I say or do something the mob doesn't like, like shooting a nigger breaking into my home, and the cops take me to jail for being racist and charging me with murder even though I was completely in the right. Or it can be social such as I pull my kids out of the school the day some transfaggot comes in to teach the ways of the anus and I get arrested for being a homophobe when in reality I am protecting my kids from degenerates. It's never ending and everyone is an automatic suspect of everything.
