This is true for gene therapy by adenoviruses. Natural adenoviruses can change DNA, and modified adenoviruses can cure hereditary diseases. No vaccination needed, viruses can replicate without needles.
And, by the way, people craving for jabs are the perfect serfs, the elites will not do any harm to them.
The outer group of useful idiot administrators and enforcers plan to implement the global serf caste. However, this was always going to be a short term solution, before the useful idiots are wiped out. After the majority of the human population is wiped out, those useful idiots are a liability.
The inner group's plan was always to wipe out most everyone in order to eventually expand into the entire world as the exclusive inheritors of Earth. The serfs, useful idiot admins, and enforcers are just a temporary necessity for the bigger extermination/replacement plan.

People like to think they are irreplaceable, and nobody ever is - at least for the inner group.
The wipeout will happen by viruses that detect predetermined DNA sequences to trigger the payload. This way, the inner group can sterilize one selected group after another, or shorten their life span more or less drastically. They will also use such viruses to change the DNA of selected groups, for example to create a guard caste, or to make their group less susceptible to attacks from other groups.
