The first terrorists were usual terrorists, post 2001, where every civilians could be a potential terrorist. Therefore government needed more surveillance to monitor those pesky potential terrorists.
The next terrorists are all civilians, who don't obey the coronahoax laws, cause otherwise they are potential biological terrorists. If you are not vaccinating or not wearing a mask you are a potential biological terrorist. Therefore government needs even more surveillance power to monitor humans even more.
I don't know about the next terrorist phases, but i know about the last terrorists. It's alien terrorists. Basically, if you are not microchipped and can't be surveilled real-time, you are potential alien and therefore you are a potential alien terrorist.
