The first terrorists were usual terrorists, post 2001, where every civilians could be a potential terrorist. Therefore government needed more surveillance to monitor those pesky potential terrorists.

The next terrorists are all civilians, who don't obey the coronahoax laws, cause otherwise they are potential biological terrorists. If you are not vaccinating or not wearing a mask you are a potential biological terrorist. Therefore government needs even more surveillance power to monitor humans even more.

I don't know about the next terrorist phases, but i know about the last terrorists. It's alien terrorists. Basically, if you are not microchipped and can't be surveilled real-time, you are potential alien and therefore you are a potential alien terrorist.

Funny how the left coopted the term "terrorism" as well, just like they do with most right-leaning concepts or phrases. After 9/11, terrorism almost exclusively referred to foreign political groups using violence against civilians to further their political/religious agenda. Now, any random white dude with a problem is a "terrorist". They call proud boys terrorists, when those faggots are some of the most neutered, civ nat cucks I've ever seen on the right.

It's like you said, and it's because they use and manipulate language all the time to try to spread as much fear and gain as much control as possible.
