Yeah that's because you Yankee fucks have billions of dollars worth of infrastructure. It doesn't make sense to have a fleet of snowplows in places where it only snows between 0 and 3 times per year.

I don't use snow tires. I'm fine.
The #1 thing people need to learn is not be a nigger with the breaks. Drive like you don't have them unless you're below ~15 MPH (when there is a decent amount of snow on the ground).
The snow is going to slow you down faster than your breaks are, but you need traction for that to be true. The breaks remove 100% of your traction and make it nearly impossible to gain back. ABS doesn't help even remotely. That's for moist pavement.
