That describes all addictions other than physical addictions to something one had no choice in taking.
Of course physical addiction is real but saying you have no choice in taking it is utter nonsense.
Nah, you can be institutionalized and involuntarily drugged, you can be prescribed something without knowing what it is (which may be volitional but without proper informed consent), etc.
I'm not saying those (or other) situations are at all common, but there are circumstances where it is possible to develop a physical addiction, without bearing any moral responsibility.
It is the exception which makes the rule
