It's the track called "the cage", you can download it here in original ".spc" format https://www.zophar.net/music/nintendo-snes-spc/shadowrun

And then convert it to .mid with this https://www.zophar.net/utilities/converters/spc2midi.html (I can't I'm on linux I would need to install wine... But since you're on windows I presume it should work)

And then... Once you have it in .mid well you can do pretty much everything you need with it

The irritating nasal sound, or nasality, in some singing voices is a result of a soft palate which is not lifted properly. Your soft palate is the soft tissue on the roof of your mouth. A soft palate that lifts helps create the ringing sound that you want. If the soft palate doesn’t lift, the sound is nasal. Exercise your soft palate so that it lifts on command and you avoid that nasal sound.
