If anyone sees value in this before it's too late, all one need do is swear the Oath, form a Council, write legislation for that Council, and punish according to it. Log it and see how many votes you get. The more people you can get to swear the Oath, the better. Most people will just use your Council, if you're the only one nearby.
For example, you can make people destroying your property a crime and form your own discipline. If they don't have a Council, this constitution doesn't care what you do to them. I always recommend balking deception to take the enemy whole since that's Sun Tzu's highest form of war.
