I'm not sure Eugenics is the answer but I would agree with your analysis of the problem. At least in part. However my solution would be just slightly different.
My solution would be to stop allowing the people in positions of power to fix the market. Let a free market truly happen and the problem works its self out. Example, health care look at health care before the government got involved it was affordable and it pissed off doctors so they went to the government and said fix it, well they did and doctors made a metric fuck ton of money due to government fixing the market. Well now its become laughably un affordable and the government has a new solution that won't help either.
