The problem is if you're in a multi-story building and not on the top floor. If the sewage pipe is blocked at ground level and the upper floors keep flushing it's going to overflow the lower floors toilets.

In the case the water supply gets cut off, do all the sinks need to be plugged as well or is there something on the drain pipes of those in the cabinet to block them?

You will need something to plug those up also. Be mindful that the piping under the sink is not very robust unless the trap is a glue-together. It's probably got nuts holding slip fittings tight, these won't resist too much back pressure. So if the sink drain has slip fittings under it, then the actual plumbing you need to plug is the stub that is sticking out of the wall.
