While I have zero doubt that many governments (the US, China, Russia, etc.) and militant super orgs (Blackrock and so on) have and/or are working on directed energy weapons the clip in this video seems fishy.

The smoke trail from the beam vanishes with the ground flash. You should still be able to see it afterwards if it is smoke. It was there when the beam cuts off. A beam that energetic wouldn't leave a smoke trail anyway. Everything in the beam would be turned into plasma. This is actually one of the problems with this kind of weapon. The plasma generated would basically suck a lot of the power from the beam reducing its effectiveness scaling with power density at least to a point. Though I am not sure where that point is. Also plasma trails in the atmosphere are good conductors for lightning. If there is too much of a charge gradient (frequently the case) there would be a strike and thunder (feeding into my second point below) even if the charge isn't strong enough to happen like a natural strike, that plasma trail would be almost as good as a wire.

Also, the nearby cars and even people walking on the sidewalk have no reaction. If there was a massive flash (and quite likely a snap or bang or some other strange sound) Most people would duck, stop, or run. In the close up you can see several people walking near the point of impact that have no reaction at all and the cars simply continue as if there was nothing unusual. That flash that close would have been literally blinding so, even if there was no sound there would be reason for alarm.

TL:DR Fake and gay. Sorry.

It’s a blown transformer I bet.. The light is an artifact of the lens.

You must have way better eyes than me. There is no way I could tell from that clip if there were or were not people walking nearby, and even more so, what their reaction was or was not.

Yeah the people were hard to discern. I put the playback speed to .25 and watched the dark vertical lines slowly move in relation to everything else in a straight line down the sidewalk. I couldn't spot any that speed up or suddenly changed direction.
