It's not strange, it's a crown flash. Somewhat rare but nothing strange about it.

I saw a crown flash for the first time in my life just a year ago. It was so weird to see a mini rainbow in the cloud I had to post wtf was I seeing. This seems crazy to see it so actively moving.
