the numeric font is unique, it's a modern geometric, but very few modern fonts have a rounded 3, but they were used in the 80s
the 1 has no foot, so not a classical font
the 9 with a vertical tail, I've never seen that before on any font
the kerning is exaggerated too
it's quite close to the Ano font (identifont.com), apart from the tail on that 9, it's possible they just rotated the 9 without realising because it looks a bit ugly like that

the 1st and 3rd rows are not just logically flipped, they are physically rotated.
the 4th rectangle in the top rectangle is at the bottom, in the third row it is at the top
if these were symbols with meaning then that rectangle would have have remained on the bottom of its row?
I think it's like an IQ test puzzle
