The flesh of the torso is barely decomposed yet the skull is bare. What's up with that from a biological perspective?

I'm not a biologist, but I've never been shy about offering information over the Internet. Hide is tough. The things that consume dead flesh need to get an opening or start in order to consume a corpse. The openings in the head provide such a starting place.

The softest tissues were in the head, and the smaller sea creatures such as crabs had their way with it.
