Happens all the time. A funnel cloud touches down on water, sucking the fish and water into the sky, dumping it somewhere else.
This is common with water spouts. I had a friend who used to work cruise ships. He would regularly have a haul of king mackerel in the ships freezer certain times of the year, when the storms produce water spouts.
I was once driving in a summer rain storm, not a bad one, and quarter sized frogs began landing on my windshield. When I got into my garage I found one on the car, it was frozen. He was up pretty high I guess. I didn’t hear about any tornados in the area.
