As someone who has bred rats on purpose. Rat tails are not like string. Where they born that way or got tangled? Just to knot a rats tail would break the bones in it.
The predominant theory is that black rats live in close proximity in confined spaces during cold weather or as pups, and that excrement or sap can dry and stick the tails together. Apparently this happens more often with better documentation for squirrels.
So not tangled or knotted like string - more like gunked together.
