I think we sometimes operate under free will. There are times though where we are not conscious of our decisions. For example taking orders. Another is mind control or manipulation. Our will is effected by a lot of factors, and its hard to know when we are acting on free will or acting out a set of learned behaviors. I believe when we act with out thoughts, emotions and action in line that is the best we can hope for with acting out our free will.
