Picard is named after two famous Swiss twin inventors and explorers who were the first to invent and fly high altitude hot air balloons. For a time they held the record for being the highest a person had ever flown. Their unmanned cluster balloons had gone over 100,000 feet high; the highest any man made object had flown until spaceflight.

Gene Roddenberry named the Star Trek character Jean-Luc Picard after either Jean or his twin Auguste, and it is implied that the character is a descendant of one of the brothers.
He was scripted to be Jean-Luc's great great grandfather. It was in the first season of TNG.
