There's even a half Nigerian in the lower ranks. Mongolians tend to dominate. They do force them to learn Japanese and respect the culture. If they don't behave, they won't get promoted. They do have limits on foreigners. Each stable is only allowed two foreigners because the Mongolians were taking over.
