Yes they often use commercial off the shelf parts instead of creating new hardware from scratch like western countries do. When I use the term engineers, I'm not referring to Indian "tech support". I mainly mean electrical engineers, mechanical engineers, and project engineers. And there are plenty of Indian software engineers who are very competent and of course know how to compile an app.

Back to the actual article, let's assume for a moment that it's actually true that India landed a moon probe. What about that unplanned hop maneuver?? Pretty cool!
