Maybe you mean the X15? There is no way an F-15 can go any where near that height. I think the highest is around 100,000 feet for a coasting F-15 after an aggressive climb.

Ex AF here, it's ceiling is 65,000 feet. Any higher and there isn't enough oxygen so the engine will flame out. Even the SR-71 only goes to 85k or so they admit.

The service ceiling is based on the aircraft's ability to climb or effect control. Anything after roughly 65,000 is based on a ballistic trajectory. Basically they went 35,000 extra feet in an uncontrolled ballistic arc.
