It sounds like it's somewhat of a happyish song on the surface. Some people even think it's about an acid trip. But it's not. It's actually about anxiety and panic attacks.
In a nutshell: Mickey (Dean Ween / Deaner) used to have bad anxiety and panic attacks. Aaron (Gene Ween / Geener) used to be the one that talked him down and helped him get calm. One day Aaron had a bad case of anxiety (panic attack) that kept him up all night (The sun comes up and I'm all washed out) and he got a first hand experience of what Mickey often went through (Is this what Deener was talkin' about). After which Aaron wrote that song.
Interesting. Thought it'd be the other way around. I just assumed overconsumption.
