Technically empirical satisfies your definition sans global. Though more likely to say reproducible. Honestly not sure what "global" is adding to the definition. Which continues to confuse me. Perhaps not a literal translation? If you have an empirical measure it is presumed to be reproducible. As empirical implies a formality of measure and method.
