I meant in a general, global sense. Yelling 'FIRE' in a movie theater, etc. There will always be restrictions of some sort. And if TS was warned...fuck him.

Different contexts carry different consequences
Yelling fuck all niggers all day long in the middle of the desert doesn't carry the same consequences as yelling it in the middle of baltimore that's all
Of course you are 'free' to say what you want, Mr Pedant, but it can carry serious consequences.
Just FYI, yelling fire is perfectly legal. You do, however, assume full liability for the consequences.
Legality is not the issue, the consequences are. You could get cited for causing a disturbance or whatever, and if someone gets trampled you are on the hook for sure...unless there actually was a fire.
