I'd give people small radio transmitters that could be used by the denizens. I'd setup thousands of receivers mostly saturated around high density population areas. I could then triangulate the population's movement in real-time down to the individual.

The transmitters would be fitted with microphones and would store their conversations remotely so authorities could later use that information.

But heck, now we're getting into science fiction. LOL.

The telescreen received and transmitted simultaneously. Any sound that Winston made, above the level of a very low whisper, would be picked up by it; moreover, so long as he remained within the field of vision which the metal plaque commanded, he could be seen as well as heard. There was of course no way of knowing whether you were being watched at any given moment.

George Orwell, 1984

Orwell could not imagine that you would carry a telescreen around with you in your pocket, nor that your speech and movement would be tracked and recorded, should someone feel the need to look at it at a later date. The current reality is so much worse than the dystopian world of 1984. We don't yet have the Ministry of Love, but it's not needed (yet). Instead, we have pervasive psychological warfare being conducted against the citizens of (primarily) Western countries, mostly by their own governments.

Pretty certain the alphabet gang is the Ministry of Love the way they go after people that disagree.
