I'd give people small radio transmitters that could be used by the denizens. I'd setup thousands of receivers mostly saturated around high density population areas. I could then triangulate the population's movement in real-time down to the individual.
The transmitters would be fitted with microphones and would store their conversations remotely so authorities could later use that information.
