The internet is not an indestructible communications system. It is simply a network. isolate part of the network if it is problematic. Rinse and repeat.
The word will get out but it will be questioned. Those other means need to be ramped up.

This is where your argument falls apart. The internet is a network WEB. If one node does not work, you go to the next and next and next until you get to your destination. Find a trace route map and watch what happens. How do you think even some people in China can see our internet?

If I am trusting, why would I verify? Don't use a contradiction of terms just because it's popular.
You block the network by isolating the entry paths. In certain areas there are only so many ISP and inbound/outbound routes. When people are in a crisis they only so long to react. Accepting the internet or any other communication will be there for you is foolishness unless you test the scenario now.
I'm not trying to be catchy. You are blindly accepting everything will fix itself. That's what got us into this mess. The future goes to those prepared. Buying toilet paper just in case doesn't count.
Find and test your communication methods before hand. Aka Trust but verify.
