Because of the space needed and weight of the bags + a massive high powered compression system, There wouldnt be much room left inside the ship, You ever seem the size and weight of a circus tent folded up?. Also if the ship had a tear in its hull theres always the possibility the damaged hull could tear the inflatables bags. The military experimented with ice and sawdust mixture to repair and even build ships with, The mixture is stronger than concrete, Quite a few videos on it over at youtube if it perks your interest.

If they were integral then the cost of boats would go up more than the risk of sinking is worth I would guess. Probably wouldn't sell well. But an add on system for high risk boats perhaps may have a niche.
