What do you mean by "high voltage circuit breakers"? Are you talking about a standard "arc fault" breaker, or something more specialized like at a transmission/substation?
I think he's thinking of an omni-arc lateral current step up switch with shielded contacts. The contact points need to be encapsulated with rubber valve enclosures which can interrupt the circuit and also close off the contact points to atmospheric nitrogen. The electricity changes the chemistry of the air so you have to exchange the ions somehow while the valves creating positive pressure to cut off the flow.
