I was pretty shocked when I discovered reviewers don't even have to be domain specialists nor do they require field knowledge nor more than a layman's understanding of the paper they are charged with review.
Proverbial gatekeepers, whereby they may continue so long as they provide the solicited opinion.
I wonder how many people still don't know this to be the case?
My graduate mentor on many occasions declined reviewing a paper because it was out of their field of expertise. They still ended up getting pressured by the journal to review it regardless. It's a valid point to keep bringing up.

When I was researching for my masters I noticed two things.
The number of papers that were by the same authors, but in different publications, that were essential the same with either words changed or paragraph order changed. Each was classed as a separate peer reviewed work.
The level of knowledge that allowed a masters to be granted. A significant percentage are what I would have classed as undergraduate term papers.
On a side note my masters was about 150 pages ( I hate writing ) and so very condensed. It was suggested that I expand it. So I dumped all the source code in as a appendix and low and behold it was accepted.
No one can really say but it was probably somewhere post-Freud around the 60's when psychology and psychiatry, which was pseudo-science and perversion of honesty and spirit, became accepted and used as a tool to brainwash people and give people the option from instead of being healthy and trying to promote a healthy environment to promoting treatment to create sedation and ease.

The culture at the time seemed to have altered science in general allowing more incompetence and fringe thinking into the mainstream. Leaving behind hard science.
Climate change or at the time global warming/cooling was making headway. They were telling people the world was going to freeze over and then they were telling people the world was going to burn. Nothing happened.
Then it was the ozone layer. Nothing.
We seemed to turn our backs on hard line science with regards to race in the 70's. People forgot about genetics and statistics. Any Nobel achievers were ousted from the scientific community.
It most likely has connections to socialist multiculturalism since that time we've been in a downward spiral of appeasement and political correctness. And it's only going to get worse with interbreeding causing lower IQs requiring the state and corporatocracy to diversify.
It seems to me that science is a privilege of the global elite. They don't want the masses being educated. They want science to fit their agendas.

What is happening now is not science, it is scientism. Since you are expecting that is should be actual science, it will not make any sense to you (or perhaps you are already aware of this). They do not necessarily want to find the truth, or determine if their hypothesis is valid, they only want to create dogma that can be used by the "experts" to push forward a pre-determined "consensus".
The actual pursuit of real science has now been relegated to the dark alleyways and caves inhabited by creatures that they label "deniers". These modern day heretics against scientism dare to suppose that questioning the conclusions of the "experts" is open to them.
You have a choice. You can sell your soul and become a part of the church of scientism. You will then be able to receive grant money, so long as you come to the "correct" conclusions. Or, you can maintain your dignity and continue the pursuit of real science without reward, and likely with ridicule and scorn heaped upon you by the "scientists". Particularly so if you have a decent understanding of statistics and can easily see through the "novel statistical approaches" that are often used to twist inadequate data to meet the pre-determined conculsions.
As to when this happened, I think it's tied in with the post modernists, which comes out of the Frankfurt School, so the roots of it go back to the early 20th century. However, it's really been accelerating in the last 20 years or so.
