Radio waves don’t require air, they can travel in vacuums.

So then being a type of radiation, wouldn't it get scattered in the Van Allen belt?

The Van Allen belt mostly blocks higher energy photons such as X rays and Gamma rays. Radio waves have a much longer wavelength.
