The Van Allen belt mostly blocks higher energy photons such as X rays and Gamma rays. Radio waves have a much longer wavelength.

How big or powerful of a radio transmitter would it take to send a live signal from the moon to the Earth using 1960s technology?

People often forget how big radio waves are, I believe it is about a kilometer in lenght.
