I don't think you can infer causation. Likely the common factor is lack of father etc. All are side-effects of poor upbringing. It's just that age of first intercourse and number of partners are very good indicators of this deficit.

In a similar vein, 10 years ago out of the blue the social media sites were inundated with people promoting vaccinations, and attacking non-existent anti-vaccers.
It looks like a contrived narrative to me.
