It was talking about the guns. They seize a $2-3k 7.62 rifle from a drug bust. Then they sell it for a couple hundred bucks to only cops. The property doesn't belong to them, it belongs to the public. It should be available for purchase by the general public at auction. What if they did this for other property as well? Cars, houses, etc... The restriction invited this corruption.
