Older phones such as the Galaxy S4 and Note 3 only allow one app to be touched simultaneously. Additional touches outside the app's canvas will be perceived by the first touched app as touches outside of their screen space.

Newer phones such as the Note 4 allow two applications to be touched and used independently from each other simultaneously, but they still share the same keyboard, and Samsung's floating pop-up windows are in front of that keyboard.
