There is no strategic incentive for nuclear war. The US has no national interest, insufficient man power, and insufficient logistical resources to occupy Russia. There is no strategic interest held by the United States that nuking a city or two would advance.
Similarly, there is no national interest of Russia that mining a US city would advance. In fact, it would hurt Russia's standing because it would strengthen china's presence on the world stage, a country that they share a land border with.
The only player that would gain from the use of a nuclear weapon would be the Ukraine. If, they could pull off a successful false flag attack on their own territory. Something they probably don't have the variability to go.
